ASSOCIATIONS AND CLUBS FOR UNESCO MOVEMENT LAUNCHED THE FOURTH INTERNATIONAL UNESCO MODEL ON NEUROTECHNOLOGY

The World Federation of Clubs and Associations for UNESCO, in cooperation with the Kazakhstan National Federation of Clubs for UNESCO and the Hong Kong Association for UNESCO, announces the launch of the Fourth International UNESCO Model on the theme “Ethics of Neurotechnology”.

The International UNESCO Model is a flagship educational initiative that simulates the format and procedures of official UNESCO meetings. Designed for youth aged 18 to 25, the Model offers participants the opportunity to act as delegates of UNESCO Member States, engaging in structured dialogue and negotiations on globally significant topics.

In 2025 initiative focuses on the rapidly evolving field of neurotechnology, which encompasses brain-computer interfaces, neural data monitoring and cognitive enhancement tools. While these innovations present opportunities to improve health, education and overall quality of life, they also pose serious ethical challenges, including issues of mental privacy, cognitive liberty, human identity and equitable access.

In response to these emerging dilemmas, UNESCO through its International Bioethics Committee (IBC) and the 2024 Draft Recommendation on the Ethics of Neurotechnology emphasizes the urgent need to establish global ethical frameworks. In alignment with these efforts, the Fourth Model invites youth from countries where Clubs and Associations for UNESCO exists, to explore solutions based on the principles of human rights, dignity, equity and global solidarity.

The Model, supported by the National Commission of the Republic of Kazakhstan for UNESCO and ICESCO, National Commission of the People's Republic of China for UNESCO, UNESCO Secretariat and UNESCO Almaty Regional Office, will take place from December 12 to 15, 2025, in the Hong Kong Special Administrative Region of China. A total of 45 participants will be selected based on clearly defined evaluation criteria. Each participant will represent one country and contribute to the collective drafting of a resolution addressing ethical approaches to neurotechnology.

The programme will include simulation sessions, presentation of strategic proposals, policy debates and resolution voting. Additionally, participants will engage in preparatory webinars with experts from UNESCO and partner institutions. The event will conclude with a final plenary session and an awards ceremony recognizing outstanding contributions in the categories of “Best Idea and Approach”, “Best Speaker” and “Best Presentation”.
